No king or leader rules over the whole world.
There are other leaders equal to him. But God the Father has said to Jesus Christ, "I will give Thee all the nations for Thy inheritance." And Our Lord, sending His lieutenants throughout the world, says to them, "All power is given to me in heaven and in earth. Going therefore, teach ye all nations." It was from the Cenacle that these orders went forth. The Eucharistic tabernacle, the extension, the multiplication of the Cenacle, is the headquarters of the King of Kings.
